GOVERNMENTS WORKING TOGETHER
In Virginia, counties and cities are independent political subdivisions. There are six independent governments in the Roanoke Region: the counties
of Alleghany, Botetourt, Franklin, and Roanoke; cities of Salem and Roanoke, and the town of Vinton .

Each county has a Board of Supervisors elected by the citizens, and a county administrator appointed by the board. Similarly, the cities elect a council and mayor who appoint a city manager. The elected bodies decide on civic policies and plans, while the manager or administrator oversees the daily operations of government. Although councils and boards change with each election, managers and administrators usually maintain their positions for long periods of time.

There are several towns throughout the counties, some of which maintain their own council, mayor, and manager. Towns are not considered independent of the counties. Towns vary in civic and political power.
